Focus and Scope

The main focus of this journal is an effort to expand knowledge on; security issues, conflict, local and global terrorism towards article publication, research report, and book review.

This annual science journal intention is working on development of knowledge in security issues, with publication of research report in accordant with each writer field of science. This journal is open to public who is interesting to publicize their article on security issues. The publicized article can fully accessed (Open Access) and open to download for all the reader in order to improve the citation of publicized journal.

Jurnal Keamanan Nasional will published two times a year on May and November.

The scope of the journal such as: terrorism, insurgency, police issue, military issues, conflict, social issues, brawl, etc.

Peer Review Process

The head of the editor team will assign one of the editor to check on the script for the next process. This editor will also assign at least two independent partners to review the script. Based on comment and input of the independent partners editor and head of the editor, will then conclude the refusal or acceptance of the script.

Jurnal Keamanan Nasional is published by by Center of National Security Study of University of Bhayangkara Jakarta Raya (UBJ).

All articles is entered through an electronic process (OJS), so each writer must register and enter the script via OJS (Registration).

Each submitted script will be a peer review (blind review) by 2 (two) reviewers. Peer review is done online by reviewers and the results will be submitted to the author via email.

The results of the review may include acceptance, revision, and rejection of the manuscript. Maximum review time is 2 (two) months after receipt of the manuscript.

Publication Ethics and Malpractice Declaration

Jurnal Keamanan Nasional (The National Security Journal) is a peer-review journal published by Center of National Security Study of University of Bhayangkara Jakarta Raya (UBJ). This declaration explaining ethical behavior of all party on the publishing process on this journal, including: the article writer, head of the Editor, Editor Team, Peer-review (independent partner) and publisher. This declaration is based on the Guide of Best Practices for Journal Editors by COPE (Committee on Publication Ethics).

Article publication on The National Security Journal peer-review is a prominent factor to development of coherent and respectable network on science field, which a direct reflection of work quality of the writer and the supporting center. Peer-review article promotes and objectifies science method, thus is important to draw the expected standard of ethics for all of the involved parties.  

Center of National Security Study of University of Bhayangkara Jakarta Raya (UBJ) as the publisher of The National Security Journal fully responsible for each publishing process, and we realized our ethics and our responsible. We are fully committed to ensure all of the ads, reprinting and other commercial income will not affected the editorial decision.  Center of National Security Study of University of Bhayangkara Jakarta Raya (UBJ) and the editorial team will also supporting communication with other journal and/or other publisher if needed.

Publication Decision

The editor responsibility is to decide which article will accepted on the journal, Work validation on questions is an important things for both the researcher and the reader, which expected to always supporting the decision. The editor cold be guided by the policy of the journal board and limited by the applicable law, such as defamation, copy rights breach, and plagiarism. In order to make this decision, the editor team could discuss internally of with the independent partner.

Fair Treatment

The editor evaluates the script regularly solely on intellectual content without races, sexual orientation, religion, ethnicity, nationality or political view of the writer.


The editor team and their staff are fully responsible to not reveal any information regarding the accepted script, aside from the writer for corresponding means, independent partner, advisor, and publisher.

Disclosure and Conflict of Interest

Unpublicized material discloses on a submitted script shall not use on editor own research without written agreement from the script writer.

Writer Task

1. Standard Report

Report writer from original research should presenting an accurate report from the research, including objective discussion. The underlined data should accurate, the research should contain detail and adequate reference in order to allow others to read and study the research. Fraud report or inaccurate data is an unethical and unaccepted measures.

2. Data Access and Retention

The author should able to presenting raw data about the research for editorial purposes, and should prepare to establish public access for the data, and if they could do so, the data should reserve and prepared to time consideration after the publication.

3. Originality and Plagiarism

Authors should ensure they had writing a work that fully original, and if a writer had using a work and/or others line, it is clear they should cited the original writer.

4. Coincide Publication, Double or Excessive

A writer should not ecumenically published a script with similar cornerstone on several journal or primary publisher.  Consigning a similar script for several journal at the same time is an unethical and unaccepted means. 

5. Source Acknowledgment

Proper recognition of others work should always be addressed. Writer should acknowledge used references on their scientific work. 

6. Writing Acknowledgement for the Research

The recognition should limited for each party who addressed significant contribution to the concept, design, execution, or interpretation of the reported research. Each party with significant contribution should registered as co-writer. Other party whom participated on particular substantive aspects of the research should acknowledged or registered as contributor.  Authorized author must ensure all of the co-writer are appropriate on the research, and all of the co-writer have witnessed and agreed of the final version of the research and agreed for the publication submission.

7. Disclosure and Conflict of Interest

All of the writer should reveal each of conflict of interest and finance which may interpreted to affect the result, or interpretation on their script. Each finance sources for the project should also revealed.

8. Basic Error on Published Work

If a writer found significant error or inaccuracy in self-published work, writer should immediately report it to the editor of the journal or the publisher and collaborate with the editor to fixing the script.

9. Danger and Human or Animal Subject

 If the work involved chemical substance, procedure or tools which are dangerous or unusual, the writer should identified it clearly on the script.

Editor Work

1. Fair Treatment

Editor will evaluate a script regularly for intellectual content without judging on races, gender, sexual orientation, religion, ethnicity, nationality or political philosophy of the writer.

2. Confidentiality

Editor and editorial staff should not revealed any information about submitted script except author, reviewers, potential reviewers, other appropriate editorial advisor, and appropriate publisher.

3. Disclosure and conflict of interest

Unpublished material will revealed on a submitted script should not be used on editor own work without written agreement of the author.

4. Publication Decision

Editor Team of the National Security Journal will responsible on deciding which appropriate article to publish on the journal. The editor could be guided by journal redaction team policy and limited on laws, such as legal policy on defamation, copyrights violation and plagiarism. The editor could discuss with each other or another reviewer on making that decision.

5. Script Review

The editor should ensure every script will initially evaluated by an editor for originality. Editor should manage and using competent and wise peer-review. Editor should explain their peer-review process as an information for the author and presenting with part of the journal that has evaluated. Editor should using a proper peer-reviewer on the publication by choosing an expertise to avoid conflict of interest.

Reviewer Task

1. Contribution for Editorial Decision

Independent Partner (Peer-review) assisting the editor in making editorial decision on editorial communication with the author, and also assisting author at improving research quality.

2. Accuracy

Each selected independent partner whom find themselves improper to review the research script should report to the editor and discharge from editing process.

3. Objectivity Standard

Editing should be done objectively. Review should express their view clearly with supporting argument. 

4. Confidentiality

Each accepted script for editing part should treated as confidential manuscript. It should not showed or discussed with other people, except with editor permission.

5. Disclosure and Conflict of Interest

Special information or idea resulted from peer-review should disclose and shall not use for personal purpose. Independent partner do not allowed to review a script based on competitive conflict of interest, collaborative, of relation or connection with one of the author, company, or center related to the research.

6. Sources Acknowledgment

Reviewer should identified relevant published work which has not been cited by the writer. All of the questions about observation, derivation, or argument wich has been reported beforehand should accompanied by relevant citation. Reviewer shall also communicate with the editor if similarity of substance happened, or overlapping with a  published script.


Retained Rights/Terms and Conditions of Publication

1. As an author you (or your employer or institution) may do the following:
• make copies (print or electronic) of the article for your own personal use, including for your own classroom teaching use;
• make copies and distribute such copies (including through e-mail) of the article to research colleagues, for the personal use by such colleagues (but not commercially or systematically, e.g. via an e-mail list or list server);
• present the article at a meeting or conference and to distribute copies of the article to the delegates attending such meeting;
• for your employer, if the article is a ‘work for hire’, made within the scope of your employment, your employer may use all or part of the information in the article for other intra-company use (e.g. training);
• retain patent and trademark rights and rights to any process, procedure, or article of manufacture described in the article;
• include the article in full or in part in a thesis or dissertation (provided that this is not to be published commercially);
• use the article or any part thereof in a printed compilation of your works, such as collected writings or lecture notes (subsequent to publication of the article in the journal); and prepare other derivative works, to extend the article into book-length form, or to otherwise re-use portions or excerpts in other works, with full acknowledgement of its original publication in the journal.
All copies, print or electronic, or other use of the paper or article must include the appropriate bibliographic citation for the article’s publication in the journal.
2. Requests from third parties
Although authors are permitted to re-use all or portions of the article in other works, this does not include granting third-party requests for reprinting, republishing, or other types of re-use. Requests for all uses not included above, including the authorization of third parties to reproduce or otherwise use all or part of the article (including figures and tables), should be referred to Jurnal Keamanan Nasional.
